The fact is that corruption increases with change in govt and with time. Example: There was corruption under before NPP came to power. When NPP took over the administration they blew much more than NDC did and that annoyed the people so they voted NPP out and voted NDC in.
Then NDC blows much much more than NPP did and the people are really fed up with NDC now so may vote for NPP come November 2017.
So following the trend, it is most most likely that NPP will blow more that NDC is doing now, so that the 'one-district-one-factory' plan will fail as there will not be enough funds to finance it.

Ok, I am not going to respond district by district. Also, I must emphasise that I am not an NPP member. I don't even live in Ghana at the moment. I am just worried that educated Ghanaians, for whatever reasons are doubting that it is possible to build some sort of factory in every district in Ghana in a year let alone 4 years.
Now, back to the question, in all the district listed you can established enhanced brick making factories with inputs from BT guys at KNUST. You can also build roofing tile making factories. In all the districts there could waste recycling out of which would come compost making factories that would feed into industrial farming out of which would come food processing factories. Soap making factories in the palm oil production districts and plastic making factories in the districts closer to our oil rigs. In the north where cattle rearing is good we shall have cheese making factories. As the locals begins to earn more money their spending would go up so the next round of factories would be jewellery making industry and exotic foods. The list is endless.
We just need visionary leaders to kick start. Of course that is how all the industrialised countries made it. Unless you want to say we are sub humans...

1. Enhanced brick making factories were started in the 80s but fizzled out due to so many reasons. Go ask the BT guys and the department at KNUST. It is not feasible to have these bricks in all "in all the districts" as you ignorantly stated because not all the districts have basic raw materials for these bricks.
2. Roofing tiles are already being produced in the Somanya and Buipe areas so there is nothing new in this.
3. Waste recycling is a fantastic idea and is can be a rewarding venture. Waste recycling is already being done in Accra and Tema. If you go to Bongo District the waste produced can only be recycled within two hours. If you are private person will you undertake such as venture in a district like Bongo? Currently what private people are doing is to buy the waste and scraps from the other districts and feed the factories in Accra and Tema.
4. Soap making factories are already in place in the Western and Eastern Regions. If you care to come to Ghana you will see trucks loaded with soap called "Azuma Blows" being exported to Burkina Faso, Mali and Niger. So there is nothing new about this idea.
5. "Cheese" in produced in northern Ghana! That again is a fantastic idea from someone who "is not living in the country". There are factories in Wa in the Upper West Region producing soybean milk. The livestock industry is what we should be improving and not factories for "cheese".
6. The industrial revolution did not begin with 217 factories in each country of the developed countries. Industrialization is process and any government that is serious need to think through what is feasible in this competitive world and what would have local market to start with.

Hi Che, you see my suggestions are not set in stone. So if a district say, does not have the raw materials to make brick then they can sourced from the nearest available district. But, I even disagree with that some districts would not have such raw materials. See, as I travel around the world and move from town to town I noticed that some towns in Europe have distinct colours of buildings based on the rocks or soil types in the vicinity. It's all about putting your mind to it.
For instance you mentioned Azuma Blows soap. That was not what I was talking about. I was talking soaps that would challenge the imported ones.
Whichever you think about it any patriotic government should be able to implement even far beyond one factory per district. I don't think it should be politicised at all. Sometimes, in Africa we allow the fear of failure to immobilise us so much so that we don't try anything. Or, may I say political differences stifles progress!
