There is no point comparing the situation in Ghana to those of NYC, London, etc. They operate different structures and under different conditions.
In the case of Ghana, the assemblies were created as laboratories and agents to implement programs and policies of the government of the day. That is why assemblies in Ghana do not generate their own revenue. That is the assemblies in Ghana are resourced and financed by the government of the day. The assemblies are not detached from the government and therefore, are not independent of the government of the day. Therefore, under our circumstances, we cannot make the DCE independent of the president of the day.
If we want to elect MMDCEs, then there must be several structural changes in the governance system.

These dces are the President's rep and we might hand over these positions to popular opposition elements in a particular area. Can we imagine an NDC government with all DCEs from NPP? What chaos and backwardness? Nduom stop this agenda. It is counter productive. Even assembly elections which are not supposed to be partisan have taken a different dimension. An NPP President can decide to starve DCEs in a particular area they do not have support just to make those guys and their party unpopular. Let's be careful. If it's not broken don't fix it

Here in the US, I vote for my county executives and the mayor. All parties and including independent minded people can contest the elections and let the people decide. However, if district assemblies are to become the primary vehicles of development as is the situation in every developed society then everybody in the assembly and the district chief executive should be elected. There is no need for government appointees to the assemblies. It is ridiculous for the president to appoint chief executives for all assemblies. In any case, the decentralization itself has become unwieldy and there is the need to consolidate smaller districts into bigger and viable districts.

In the US, qualified County Chief Executives, Mayors, and even members of County Board of Education are all elected at county and city levels by the will of the people in the practice of true democracy. They are never appointed by the ruling, central government. In my view, Ghana has a long way to go in its democratic institutions, structures, and practices. We may be several years backward in these areas, yet very proud of ourselves.
Kwamena Ahoi, though respected, is not the wisest local government expert in Ghana. He must learn to humble himself and exchange ideas with others who may be equally good or even better than himself in local governance. The days in which he was backed by Rawlings with the gun is over and will never come back again!
If the District Assembly concept based on appointments by the ruling government continues to stay, partisan politicians will realize later that they had done much harm than good to Ghana and Ghanaians. It has set the clock of development back for several decades.
If the selfish, narrow-minded, deceitful partisan politicians insist on having their way through making appointments to the District, Municipal, and Metropolitan Assemblies, I predict that someday, maybe not in the distant future, Ghana may have a "Ghanaian Spring" and the country will evolve out of that military-partisan political nonsense imposed on the country through the questionable Constitution they introduced.
Patriotism will reign again over partisan politics.
