Why lay the blame at the feet of EC? EC has a timeous programe to roll out. Why should that organization wait if the others are virtually sleeping? Ideally, it should the National Identification Authority that should the Central Registry from which all the others can tap in for DATA. In the other advanced jurisdictions, the Central Registry liase with the Ministry of Health who feeds information of Births and Deaths, thereby updating Population Data to minute. It would be the Population Centre (National Identification Authority) that feed the Electoral Commission, the Police etc. with constant current data of eligible voters, thereby avoiding the wasteful ritual of registering voters constantly. Yes, PPP has a strong point in plucking out the waste in the different organizations embarking on independent registerations.

The EC is trying be like a goods train with no brakes. Whatever it wants to do it just goes ahead to do it even if the whole country says no. Take the instance of 75 extra MP's in 2012 when it was clear that it wouldn't be convenient for the country yet it went ahead and Parliament had to wait for the extra spaces had been created for them before it could begin work. That's is the EC for you.
