“issuing the directive is one thing, enforcing the directive is another thing. Does the government have the capacity to enforce this directive to the expected effect? Most often, it doesn’t matter who is issuing the directive. Whether it’s from the presidency itself or from a governmental head, you find out that it is ignored with impunity… If you don’t have an effective monitoring unit it becomes difficult”.
“What we have over the years has been institutional biases because of the lackadaisical nature by which public workers behave…I would urge the president to walk the talk and ensure that the directive is followed to the latter”, he said.

The government, the leader, its ministers and the party of NDC are their own worst enemies when it comes to getting their messages across. It is called the art of communicating your message.
They have turned communication into a bastardised form with being on the defensve, attack, propaganda, muddying the waters with confusion and lack of diplomacy especially with the boy ministers who have no previous experience, learning on the job.
It is fundamentally basic that if you want someone to agree to your way of thinking and accept your ideas and get an agreement the first thing you do is not to say anything that will antagonise or generate a negative reaction from the people you are addressing or negotiating with.
This is so basic that the government spokespersons have missed the plot by turning communication into an ineffective way of getting their message across to the Ghanaian People.
Instead it has become a snare of a propaganda tool which is not
