Sadly, in a country where merit is often perceived not to matter—where even a first-class degree may not secure a decent job unless one knows a politician—it is no surprise that many of our state institutions struggle.
Opening recruitment to fair competition should be commended, not criticised. In this day and age, it is unfortunate that such an initiative is being chastised.
Since when have application forms—whether for universities, embassies, or employment—been limited strictly to the number of positions available rather than to a deadline within which qualified applicants may apply? After all, how would one determine in advance who will pass the selection process?
Moreover, application fees are typically meant to cover the cost of processing applications. They do not guarantee admission or employment. In our system, when have unsuccessful applicants ever had their application fees refunded?
If we truly desire strong and credible public institutions, we must encourage transparent and competitive recruitment rather than undermine it

Areas of educational reform failed to address the key areas of Technical, Agricultural and Vocational. These areas would have made many self employable and self reliance without necessarily depending on the state.
The aggregate 35, 40 to 50, are now making strong demands on the state to employ them.
Jobs availability doesn't commensurate the graduate products we have today.
Supply is more than demand, therfore there must be redundancy.
