The pepper spray was in her pocket and that even saved her a little otherwise she would be dead by now. Even some level headed NDC people are condemning what happened. Your senselessss reference to warning shot in Kasoa came about because of a threat on her though she was not required to carry one to a polling station.

When leaders fail to make the laws work, this is what happens. She should have been sanctioned by the state in her first case. But because she went Scot free, she got the confidence to repeat it again and this time round failed.
If she was prosecuted in the first case, this recent could be avoided as the deterrence would change her mind and others too would not try it.
When crimes are polished to be right in the name politics and human rights, these are the consequences.
