If the constitution bars the president from solely appointing an EC, how do we get political sycophants in that position. If the constitution bars the president from appointing it's stooges from running down institutions like ECG, Cocoa board but rather with qualified individuals who have to meet their KPIs, we'd be better off.

I perfectly agree to a large extent. The operators are the problem and not the Constitution. If you appoint 125 ministers, you can't blame it on the Constitution. The Constitution didn't asked for the appointment of deputy ministers from parliament, it's only ministers that majority should come from parliament. If you appoint 40 ministers, just 21 would have come from parliament and you would have complied.
