The IMF team regularly come down to assess what the govt is doing with the monies released in tranches. So the monies were shared and IMF didn't see and report on? Also they have released 2 tranches of total $1.2m. And possibly the 3rd tranche would be received in the coming months. Do you think IMF is fool to give out monies to be shared? Please note that IMF has more info about the country and the economy more than you know. You may have a problem with the president and the ruling party personally but don't write something you don't know. Please read widely for knowledge and stop being blind and lacking common sense.
