President Mahama assents to 24-Hour Economy Authority Bill

President John Dramani Mahama has officially given legal backing to one of his administration’s flagship policies after assenting to the 24-Hour Economy Authority Bill, 2025.

The signing ceremony took place on Thursday ahead of the 13th Cabinet meeting, marking a significant milestone for a policy that featured prominently in the NDC’s 2024 campaign.

In his remarks after appending his signature, the president underscored the importance of the legislation.

"Cabinet colleagues, I just appended my signature to give assent to the 24-hour Authority Bill. This Bill, which Ghanaians have been waiting for, was one of our flagship strategies for economic transformation,” he said.

He explained that although many were eager to see the policy take effect, the government took its time to complete the necessary legal and administrative processes to ensure it was properly structured.

“Now we must move from strategy to implementation. The business sector is waiting, Ghanaian investors are waiting, foreign investors are waiting,” President Mahama added.

"They want to see the package of incentives that we can afford, so that they can invest more and expand productivity and also create more employment for our young people, and so it's my pleasure to assent to this Bill today," he said.

The bill establishes a 24-Hour Economy Authority as the central coordinating body responsible for rolling out the policy.

Its mandate includes aligning public and private sector efforts, mobilising investment, and ensuring that infrastructure and regulatory systems are in place to support round-the-clock economic activity.

Parliament passed the Bill on Friday, February 6, 2026, after extensive debate between the Majority and Minority caucuses.

The legislation forms part of the government’s broader 24-Hour Economy and Accelerated Export Development Programme.

According to the administration, the initiative is designed to tackle longstanding structural weaknesses in Ghana’s production sectors.

It aims to shift the country away from heavy reliance on exporting low-value raw materials and reduce dependence on expensive imported finished and intermediate goods.

Once fully operational, the Authority is expected to drive coordinated transformation across production systems, supply chains, marketing networks and workforce development.

The ultimate goal is to create jobs, boost productivity and position Ghana as a competitive, round-the-clock economy.

The 24-hour economy policy was a central promise of the National Democratic Congress during the 2024 general elections, and its formal enactment now signals the beginning of the implementation phase.
