The National Health Insurance Authority (NHIA) is determined to completely roll out a cashless system nationwide by the end of 2025.

The Acting Deputy Chief Executive of Finance and Investments, Anatu Anne Seidu Bogobiri (Esq.), announced the schedule in a meeting held at Elmina in the Central Region.

She interacted with the Regional and Claims Processing Centre (CPC) management teams, Accountants, and District Managers from the Greater Accra, Central, and Western Regions.

According to her, the move is to mitigate the risks associated with cash collections at the National Health Insurance Scheme (NHIS) district offices and help address financial leakages.

She said the system, which is being piloted in four selected District Offices—Weija, La Satellite, and Ga Amasaman in the Greater Accra Region, and New Juaben South in the Eastern Region—is expected to be completed by the end of August.
She said the initiative formed part of NHIA's broader strategy to improve revenue management and enhance financial discipline.

"The system is robust and will reduce manual manipulations, improve transparency, and promote accountability in our operations," she added.

Anne Seidu Bogobiri expressed concern about the challenges facing the Authority, particularly in district-level financial management, which has been identified as a recurring issue in multiple audit reports.

She described the situation as a serious concern and expressed optimism that the introduction of the cashless system would significantly mitigate these issues, noting that the division is also preparing to commence training on the new Financial Manual, which would replace the 2008 edition.

This update, she said, is critical to standardising processes, enhancing financial reporting, and reinforcing accountability throughout the Authority.
She entreated staff to fully support and participate in the implementation of the new initiatives, ensuring their success and maximising benefits for the Authority.

The cashless system is an initiative spearheaded by the Finance and Investment Division in collaboration with the Management Information System (MIS) Directorate, aimed at streamlining payment processes, reducing queues, and eliminating the risks associated with cash handling.

It is a feature for collecting electronic payments for membership registration fees at district offices, where members will receive a mobile money PIN prompt to authorize deductions from their wallets, with all collections routed through (Ghana.gov) and lodged in designated NHIA accounts.

The system utilizes the New Membership Tool 2 (NMT 2), also known as Yet Another Modern Membership System (YAMMS), to process transactions. The YAMMS platform enables users to efficiently manage membership data, process payments, and perform other critical functions securely.

The piloting phase is expected to yield valuable insights that will inform the nationwide rollout.
