As is the case with any country, institutions are only as good as the PEOPLE charged to LEAD and provide SUPPORT to the institution. With this in mind, consider that efficiently run institutions of government are usually the result of four (4) foundational elements:
1. An experienced workforce and leadership;
2. An emotionally intelligent workforce and leadership;
3. A technically-inclined workforce and leadership;
4. An effective corporate communications plan and strategy.
In countries like the Republic of Ghana, there is an uncanny belief that a higher education certificate like a PhD or a Master's degree actually qualifies an individual to lead or (in some cases) support an institution. However, this is not the reality on the ground.
The first three (3) of the elements mentioned above can be achieved by persons who are unlettered, if they are simply properly trained. As for the matter of COMMUNICATIONS PLANNING and STRATEGY, just consider that when you CALL or EMAIL a government institution based in Ghana, you will likely NEVER get anyone to answer one's call or to respond to emails.
Obviously, these institutions are being led in such a way that institutional communications planning and strategy is either non-existent or somebody just never heard of proper people-focused "PUBLIC" RELATIONS. Thank you for your write-up.

Unfortunately, we can't strengthen it, because we don't want to. We deliberately designed a constitution that forces us to spend 70% of our revenue on emoluments for only 20% of the population. Any country the cant live within its own resources have no future. Why do we need so many Members of Parliament, who are paid millions in gratuities every 4 years when all the people want is food, water, health, housing among our priorities. OUR FUTURE IS BLEAK
