This was a major problem in the UK until the government introduced legislation making it difficult to sell scrap cable without being able to prove where it was purchased. The shop or business buying it without the passport details and or other ID of the person selling the items is subject to heavy fines and jail. Once these thieves found that they couldn't sell their loot they stopped this nonsense. Ghana Government you have the solution - get on with it!
