  This is bullshit. We have many armed robbers terrorizing the population and we spend our scarce resources on someone who is addicted to wee. Policemen are standing on the roadside collecting bribe from motorists. Judges have been caught collecting bribes from litigants in order to influence the outcome of cases. These judges have not been indicted and then you go after wee smoker?
