He should transfer from Adansi District because the people there are not happy with his useless performance. How can you grant bail for a rapist by saying you don't want to go court of law for any small lawyer to question you. Going to court of law is the duty of a police officer. You can't just say you will just warn someone who raped a 92 year old blind woman to go to the street again.
