That is what happens when people want to live beyond their limit.
The card owner was foolish and dumb for saving his PIN number on his phone and for not calling the bank immediately he realized he lost the phone.
It is hard to trust some Ghanaians,myself and some of my friends many times asked one of us to withdraw money for us from the bank and even sometimes leave the cards behind when we travel to Ghana but nothing like this ever happened.

They banks have to educate ATM users that once ur card is stolen or lost you report immediately to your bank and the card is blocked.

What kind of police intelligence is needed for such case? Zilch! Because all ATMs come with hidden cameras to capture the images of users, while it also records time of transactions, etc. etc.
