The history here bears all the hallmarks of an acute manic episode and although it was right to arrest the culprit, frankly he should be assessed by a psychiatrist and ideally should be receiving treatment (admittedly under guard) in a secure mental unit instead of being left in a police cell where he can do more harm.
The truth of the matter is that in those acute moments of 'madness', the strength that such 'patients' have is unimaginable and they cease to recognise even their own relatives hence the mother and sister being attacked in this case.
Hind sight is a good thing, but when the guy threatened to slaughter all their animals, that was when he should have been 'bundled' and sent for mental assessment and treatment!!! That was a missed opportunity because of the public's poor understanding of mental illness in the first place, and families' desire to 'protect' their own even when they see 'signs' of 'abnormal behaviour' uncharacteristic of that individual.
There are lessons here to learn and I hope the mental health team in the area will get involved in this case and the law enforcement MUST refer the patient for psyciatric assessment as part of theirinvestigations.

The real problem arose whenever she had to shop for groceries.
One day, she went to the butcher and wanted to buy Chicken
legs. She didn't know how to put forward her request, and in
desperation, clucked like a chicken and lifted up her skirt
to show her thighs. The butcher got the message, and gave her
the Chicken legs.
The next Day, she needed to get chicken breasts. Again, she
didn't know how to say it, and so she clucked like a chicken
and unbuttoned her blouse to show the Butcher her breasts!
The butcher understood again, and gave her some chicken Breasts.
The 3rd day, the poor lady needed to buy sausages. Unable to
