The increasing recidism rate may be partly due to the lack of Re-Entry programs in the Prison system. About 90% of ex-convicts can't read or write or are High School Drop- Outs and they can't get jobs after release due to their criminal background. The Goverment can finance Education Programs(Academic/Vocational)in prison to help reduce the recidivism rate. Lack of education, mental health treatment and drug treatment are causes of the increasing rate in recidivism. It is better/cost effective to invest in programs to reduce recidivism than to allow prison population to grow unchecked.Convicts with minor crimes can succeed in re-entry.
