Your suggestion of a performance pay or merit pay would be a great incentive for police officers. If they are sure that a robdery, particularly, an armed-robbery arrest-to-conviction would earn them a hard cash reward, they are likely to be more diligent. They might even be encouraged to turn-in their criminally-inclined colleaques.
If such a scheme does not already exist, I wonder if you would make a proposal to the Police Services.
