The criminal justice system, the police should profile rapist and issue anti-social behaviour orders on them preventing them to work, and near children or women for the rest of their lifes after being incarcerated. If you consider the rate of incarceration of rapist and how rape cases are treated it gives an incentive to people to commit such crimes. The justices system should work very efficiently no matter the status of the culprits,but investigations need to be done very carefully as sometimes these girls are bad too. After doing it and sensing danger will report as if they have been raped instead of willingly giving in and sensing danger may want to lie in defence. Sometimes too the parents push them in and because some promises did not happen may want to black list.
