It indicates that there serious loopholes in the system. The security agencies and the general public must be up and doing.
Notably, it was some citizens who alerted the police of their barbarism. I suspect the people around the location are aware of their fraudulent activities but have looked the other way. That raises the question as to whether citizens can trust the Police enough to give them intel. The other issue has to do with the apathy of citizens as well as the tendency to shield wrongdoings in Ghana.
