Deputy Minister of Works, Housing and Water Resources, Gizella Tetteh-Agbotui, has urged the National Homeownership Fund (NHF) to deepen strategic partnerships and innovative financing mechanisms to help address Ghana’s housing deficit.

Speaking at the NHF’s 4th Annual General Meeting on Thursday, August 13, 2026, she said the government’s housing agenda requires institutions that can translate policy into practical interventions that improve access to decent and affordable homes.

“The Government's housing agenda requires institutions that can move beyond policy intentions and translate them into practical interventions. The National Homeownership Fund has an important role to play in this regard,” she said.

Tetteh-Agbotui said no single institution can solve Ghana’s housing challenges, stressing the need for government to provide policy direction, financial institutions to provide capital, developers to deliver efficiently, and the NHF to bridge gaps that make homeownership inaccessible to many Ghanaians.

She highlighted the recently signed VIRAL assessment agreement between Shelter Afrique Development Bank and the NHF, describing it as a step towards strengthening the Fund’s capacity to attract and deploy appropriate housing finance. She said the partnership could lead to stronger financing structures, better investment opportunities and greater private-sector participation.

The Deputy Minister also commended the NHF for its planned National Conference on Housing Finance, scheduled for October 7 and 8, 2026.

She said the conference will bring together policymakers, financial institutions, developers, investors, academia and other stakeholders to generate practical solutions to Ghana’s housing challenges.

“The Ministry stands ready to collaborate with the Fund to ensure that the conference generates meaningful policy conversations, actionable recommendations and partnerships that can contribute to transforming Ghana’s housing sector,” she said.

She further highlighted the collaboration between the Ministry and the NHF under the Greenville District Housing Programme, which seeks to extend affordable housing beyond Ghana’s major urban centres. The pilot is being implemented across eight selected districts, with housing units designed to meet modern efficiency and sustainability standards.

According to her, the programme is based on the principle that decent housing should not be concentrated only in metropolitan areas, particularly as economic activity and population growth continue to expand across Ghana’s districts.

“The Greenville District Housing Programme is not merely another housing project. It is part of a broader effort to rethink how Ghana plans, finances and delivers housing,” she stated.

Tetteh-Agbotui said the NHF’s housing-finance initiatives, Shelter Afrique partnership and participation in the District Housing Programme demonstrate that the Fund is making meaningful progress on its mandate. She assured the Fund of continued government support to deepen partnerships, remove institutional bottlenecks and increase the supply of decent and affordable homes nationwide.

The Annual General Meeting was attended by Deputy Finance Minister Thomas Nyarko Ampem, NHF Board Chairman Okoamankra Kwame Akwonu X, CEO Prosper Hoetu, board members, representatives of government institutions, development and private-sector partners, and shareholders.
