Build flats/apartments with quality materials that can last for many years, partner with the private sector by lease part with them (gov maintain 20%/private investor 80% with specified lease period example 20 years, plus terms and conditions), do this nationwide and Gov will make lots of revenue and will be able to regulate the prices on the market.
Gov can also build and sell some buy partnering with the banks to give flexible long term low mortgages. Buyer is required to raise only 15% initially and the rest over 15years. Here in the west the interest rate on mortgage is just btw 1% to 3%
Also build car parks (5 story high with pure concrete) in the city centers and populated areas. Rent it at an hourly rate. Force people by preventing them from parking anyhow anywhere in the city, give them tickets. This will help make the generate money for the country and at the same time maintain discipline in the city. Our pavements will be free
This is the western model and it is not rocket science.
