The National Homeownership Fund (NHF) is set to resume lending under its National Mortgage Scheme at an 8.4% interest rate, in what its Chief Executive Officer, Prosper Hoetu, says is the first single-digit cedi mortgage rate in more than three decades.
Speaking at the NHF’s 4th Annual General Meeting in Accra on Thursday, August 13, 2026, Hoetu said the new rate follows a comprehensive review of the scheme with Republic Bank and will make home financing more accessible to Ghanaian workers.
“NHF is set to resume lending under the National Mortgage Scheme at an interest rate of 8.4%. With this rate, a person with a net income of GH¢2,500 is eligible to access up to GH¢143,000 with a monthly repayment of GH¢1,231.95 over a maximum tenor of 20 years,” he said.
Hoetu said the Fund has also reviewed its Rent-to-Own Scheme to introduce more flexible payment terms.
However, he disclosed that NHF currently lacks sufficient resources to expand its housing programmes to reach more Ghanaians and appealed to the Ministry of Finance for additional funding.

He further announced that NHF, in partnership with the Ministry of Works, Housing and Water Resources and Shelter Afrique Development Bank, has begun a VIRAL diagnostic assessment of Ghana’s housing sector.
The exercise is expected to lead to a Country Housing and Urban Partnership Strategy, which will help attract investment into housing.
The findings are expected to be presented at the National Conference on Housing Finance in October 2026, which will bring together government institutions, financial institutions, developers and other stakeholders to develop a framework for affordable housing finance and delivery.
However, the Deputy Finance Minister, Thomas Nyarko Ampem urged the NHF to focus on scaling up its interventions and mobilising long-term private capital, including from pension funds, insurance companies, banks and institutional investors.
The speech was delivered on behalf of the Finance Minister by Evelyn Amerley Nuno-Amarteifio, Director of the Legal Directorate at the Ministry of Finance.

“We need a bridge between the two. That bridge must be built through innovative financing, credible institutions, long-term capital, appropriate risk-sharing mechanisms and strong partnerships between Government and the private sector,” Ampem said.
He also stressed the importance of accountability, financial discipline and measurable outcomes, saying the government wants the Fund to help transform housing into an investable sector while keeping homeownership affordable and financially sustainable.
The NHF CEO said the Fund’s 2026–2030 five-year corporate strategic plan will focus on institutional excellence, sustainable housing finance and capital mobilisation, digital transformation, strategic partnerships and environmental, social and governance integration as it seeks to become Ghana’s leading housing finance company.
