The latest Millennium Challenge Corporation (MCC) Candidate Country Report for the 2026 fiscal year has revealed that Ghana will no longer be eligible to receive foreign assistance from the United States under the Millennium Challenge Compact.
According to the report, this decision is pursuant to the debt default restriction outlined in Section 7012 of the Fiscal Year 2025 SFOAA, pending a debt restructuring agreement.
The report stated, “Ghana is among 18 countries that would be considered candidate countries for purposes of eligibility for MCC compact assistance for FY 2026, but are ineligible to receive United States economic assistance under Part I of the Foreign Assistance Act.”
This determination is based on legal prohibitions against economic assistance that apply as of August 6, 2025.

The report further explained that countries identified as candidate countries, as well as those that would be considered candidate countries were it not for the applicability of legal provisions prohibiting U.S. economic assistance, may be subject to future statutory restrictions or determinations.
“This affects their legal eligibility for assistance under Part I of the Foreign Assistance Act by reason of the application of the Foreign Assistance Act or any other provision of law for FY 2026,” the report noted.
Other ineligible countries include Burma, Burkina Faso, North Korea, Syria, Sri Lanka, Venezuela, and Zimbabwe.
