1988 was listed as Ishmael Addo.I am confused.was it a mistake?

In 1988, Ghana didn't qualify for the tournament. Ishmael Addo, who was a kid then, is also a mistake to have found his name there as the top scorer.
Senegal,not Cameroon in 2021.
