Finance division of GBC indicted

The ?Amoah Committee? of enquiry set up by then Ghana Broadcasting Corporation (GBC) Board in 2004 to look into financial irregularities in the Corporation from 1999-2003 had indicted the finance division of GBC.

The Committee?s report indicate that the quality of staff in the finance division was not the best and that could be a contributory factor in the unsatisfactory performance at the division.

Findings of the committee revealed, ? out of the 57 accounting staff employed at the GBC excluding the Director of Finance, no employee has the full professional qualification either ACCA, ICA (Ghana) or any other.?

The report was categorical that ? 60 per cent of staff at finance department either had RSA, GCE?O? Level and other lesser known Certificates including Middle School Leaving Certificate (MSLC) backed by a number of years on-job experience at GBC and others with HND Purchasing and Supply, Diploma in PSA/Computing, ?A? level.

The committee said the history of recruitment and promotions over the years had contributed significantly to the current state of staff.

The committee detected that may employee were in the long service bracket in the finance department and were very comfortable with the existing culture of work and resisting or unable to easily assimilate ? the change? which is necessary for an organization undergoing restructuring.

It became clear that supervisors at the finance division were those with the least qualification and they had been promoted based on long service and that has been the practice at GBC.

In view of this it recommended that a new organizational structure and responsibilities including a job description, which reflect the current and future role of the finance should be developed.
