You cannot tell people to properly dispose off household trash if there is no trash collection scheme or schedule and accessible, controlled landfill within walking distance. You cannot tell people to use indoor plumbing facilities if they live in households without any. You cannot tell people to stop littering if cities and towns have no public trash cans around town and if there are trash receptacles are always full and overflowing.
In essence the chief is telling the president to think before implementing public policies and that should tell the president and his men something.
