If laws are really working, he should at least be surcharged for whatever damage his device caused the vehicle. Also I guess you didn't hear or read the current head of NYA complain that they tried various things just to detect whatever was making the vehicle not to start. Even Toyota Ghana the dealers couldn't detect the problem initially. A decision was finally made to replace the entire ignition system. Have you bothered to imagine the cost of all these interventions? And you are rather insulting others.
