  The way the NDC piloted their capitation in the Ashanti Region alone and their refusal to change it even when everybody knew it had failed shows that the NDC was purposefully anti-Ashanti. Capitation was ethnic cleansing designed to punish Ashantis. Thank God, evil men did not triumph forever.

  Too bad the government is planning to do this. Government should rather quickly extend it to all the regions. The NDC did not extend it to Volta, Upper West and Upper East because they are regions that vote for NDC. Capitation is practised in even rich countries that has the means to check fraud. The state of the NHIS is because of fraud; providers manufacturing claims and members moving around unnecessarily. These are what capitation minimizes.
