  Foreign aid is not necessarily free.
  We indirectly "pay back" by giving "non-monetary" concessions to the donor country and we may end up losing.

  It's a very shortsighted view to think grants or /aid is there for the taking. A solid business is not necessarily built on having financial resources. Finance is only a small aspect of it all. It' rather more about sound management. Management here has so many facets to the whole process of making things work. The oldman is talking from experience and seeing things one ordinarily can't envisage ? If aid and grants alone transforms, history would have suggested so.
