That said, there should be proper supervision so that the money doesn't end up in peoples pocket. Ghanaians are noted for that and since this is a new initiative, people will try to take advantage of it.

Would Pericles have said an "imbalance" of this kind is GOOD public policy for Greeks?

Prof., what is the most populous region in Ghana with more constituencies? I am from the Eastern Region anyway so don't assume I am defending the indefensible.

Anyone who thinks Ghana can develop through borrow and spend scheme and not through local property and transactional tax revenue base is delusional. It's a sorry state of affairs when as Ghanaians? we accept political gimmicks but fail to take seriously acts of political stupidity.
In 1966 we made a decision in Ghana we did not want communism or socialism; we have dabbled in delusional democracy ever since. China has and continue to develop without property tax base because the central government dictates the very existence of production practices from the home front through mom and pop operations to trans national companies operating in it's shores. In essence everyone works at the discretion of the Chinese government and the government's currency manipulation practices. And so with the central communist government making all the money, China's government can afford to give out loans and run businesses globally. Where and what is the revenue base for Ghana's government and what are our intended drivers for sustainable local developments? If majority it all local developments are funded by the national government then what is really behind Ghana's decentralized government policy practices except for the hatred of Nkrumah's centralized policy practices that was the formal basis for the change? Hatred alone is not enough to drive development if decentralization policy practices in Ghana only means that the central government increases government payroll through appointments of district and regional administrators, fund local boards but not enough and sustainable local revenue base to drive payroll and local developments. And if the national government is to continue to be the purse holder for payroll and development at the community, district and regional levels then is it not sheer lunacy for our so called educated class to think and believe that one political party government is better than some other political party government even when neither can borrow and spend it's way without the eventual enslavement of Ghana? Simply put enslavement of Ghana is on the horizon due to the massive indebtedness? to foreign governments.

How many Constituencies are there in Ghana? How are you going to fund the over $200M for the Constituencies? How are you going to make sure the money, if funds become available, does not end up in folks' pocket? Hmmmm
