The broader picture of the issue is towing is not practise as andatory in any sensible thinking country, it is a an insurance package in in the premium or there must be a towing club which motorist may have a free hand to choose and join.
You cannot make it mandatory under dvla that is senseless or you are misapplying the powers given to you to rip the people off.
The same apply to the change of the drivers license, the reason given is the most useless to be heard from a policy maker

This towing levy is crap and anyone with white matter between his ears knows this. This is just a create, loot and share scheme if it ever succeeds in this format. What stops the police who are mandated by law to remove broken down vehicles, to simply outsource towing to companies with the capacity to deliver such a service. In the end the Police can simply enter into revenue sharing agreements with such companies with the added advantage of pinalising poor performing towing companies if they do not meet agreed SLA targets. This is basic, but because a twisted few have taken incentives from a certain tycoon, we now have officers of the state running from media house to media house trying to promote or defend this reprehensible scheme. Enforcement if done properly, especially in such an indisciplined country like Ghana, is a huge revenue earner for the government and service contractors alike. The only problem here is greed blinds the brains of our technocrats, hence this useless rip off scheme. I am so ashamed to think peoples fathers and mothers sat in meetings for years to come up with such a lame scheme, when many good examples are littered across the world? I am highly disappointed. Ghana paaa niee?

The Police should supervise the towing to a demarcated place by a towing company for the owner to settle the towing cost before It's released, period.

Regarding the issue of removal of disabled vehicles on the roads, your arguments and support for this levy is unfortunate. Why do you and most legislators think money is the only solution to problems? Where is individual and institutional accountability and responsibility? We already have laws on the books, regarding the issue. Why are they not being implemented? This lazy man's solution of passing the problem off to someone hoping the problem will go away is very sad. Hon. Osei Owusu you've lived outside the country, run the DVLA and know the best practices of options used to solve the problem in other jurisdictions? The best practices places the primary responsibility and accountability and risk management on individual vehicle owners.. The driver who runs into an object on the road is equally responsible for their unfortunate situation as the one who illegally left the vehicle on the road. Driving is a defensive effort but a lot of our drivers driving behaviors are mostly too dengerous for conditions. Speeding and overtaking are the norm on our roads and the security service responsible to check them are not willing to do their jobs and some are apt to collect bribes and let unacceptable behavior go? The institutional insurance pool idea to pass the problem to one private entity is myopic. Individuals by law must secure private towing insurance and institutions like Road Saftey commission, and District assemblies and the Police must implement existing laws, contract individual towing companies and facilities for towed vehicles. Individuals must be made accountable and responsible for the privilege to own and operate a moving vehicle. And that include the responsibility of not running into objects on the road. The institutional insurance pool idea is a poor way to pass the buck. The Road Safety commission should not be in the business of creating insurance pools and sharing the money from the pool. Their job is to institute enabling road saftey conditions and helping enact and enforce legal regimes concerning road safety thereof!
Group financial responsibility and accountability is not the solution. Individuals and institutions are!!

Simple. Ghana must move forward. Those Cocoa-ase policies must Stop. The legislature should back the Police or Motor Transport Police or whoever has won the Contract with strong Laws to resolve the problem. eg.(1).to be contd.
