  In China n all western world, if u lose your pp ,report to the police, take a statement n go to your foreign mission for a new pp.Then u go for a new visa.
  
  All these process were not followed by these Chinese n they were living illegally.

  That means the Chinese either entered Ghana without passports or they have been living here without valid passports. Let just disband the Ghana Immigration Service because they are useless and a waste of the tax payers money.
