Anybody who commits a crime in a region he/she does not come from, they should be sent back to the region from after their sentence. They should be forbidden to come that region ever again.

Ghana is one country and each one according the Constitution can reside anywhere in the country. As a result it is nonsensical for you to make such a stupid proposal.
