We have not been told.Being an orphan means you do not have relatives or home and the orphanage is your home. The basic principles of social work state that, orphans should be given out on adoption, whether relative, non-relative at a particular age. Failure to do that is not the making of an orphan and at age 43 the man should left to spend the rest of his days at the orphanage unless effective measures are taken to resettle him by making him independent and self-reliant. He has rights and the UDHR and other international human rights instruments make provisions for such persons. The Dept of Social Welfare must be circumspect in dealing with this issue. Yes funding is a problem but you cannot solve one problem by creating another.

Did the social welfare director say he is too old to be on the LEAP programme. The fact is that he is disabled and the LEAP programmed covers all disabled persons no matter the age. You can't throw him out without any starter ... read full comment
