Your argument doesnt make sense. When someone pays 2 years advance and dies after 8 months, do they give the rest of money back? No. But they will quickly move out the dead persons stuff and rent it out. Isnt that stealing? Rent should be pay as you do. In many countries rent deposit is only for security reasons that when the person moves out and has not destroyed anything then he gets the deposit back.

There is also 1 month termination clause where you inform landlord 1 month in advance if you decide to move out. So tell me, when you take 2 years and decide to move after 6 months...do you get your remaining months money back? Mostly no. Is that also not stealing?

We are in a Free Market economy but that system has its limitation. That is why even in the USA which is the citadel of Free Market Economy, there are government interventions. For example, the government does not allow service providers to charge as much as they want. In most cases, there are limitations on how much apartment owners can charge tenants and there are also laws regarding how much producers can pollute the environment. Even if you have your own land, the government can use eminent domain to take it for the use by the community.
IF you chance to have lived in any of our regional capitals, you would understand how landlords abuse tenants.

Free Market Capitalism doesn't necessarily mean there should not be protection measures put in place to safeguard consumers who may be taken undue advantage off by landlords. So this is just a reminder that there are laws protecting consumers as well. Land Lords can seek redress from the courts and so do consumers. Government is there to protect the weak, the poor, the innocent who may fall victim to this. These laws exist all over the world. There are rent control boards that set rent guidlines everywher; and you cant increase your rent every year just because there is demand. So don't put that house for rent if you intend to seek 10 years advance- Its illegal and its about time someone enforce the law.

I was refused a car loan of $5000 when I did not have sufficient credit history. In Ghana, there is not information about the tenant's history of paying rent or defaulting on rent so the landord's only safeguard is to charge an advance for some period. Perhaps after knowing the tenant better they can go to the monthly system. Will Rent Control people help landlords to collect rent from defaulting tenants? I bet they will rather collect bribes from tenants to intimidate landlords. The best solution is for the tenant and landlord to come to a mutual agreement and Rent Control can come in if any party breaks their side of the agreement

Why should you ask a potential tenant to pay 2 years rent in advance where the law allows 6 months limit? This does not make sense. This is exploitation and control. They collect that huge sums of money and invest it. In the U.S, the laws requires that renters add interest to security deposit that they collected from the tenants when their lease expired and they are moving out and they are no major damages in the rooms that has been caused by the tenant. After all rents are paid monthly. So property owners in Ghana can decide to ask the tenants to pay rent on the first week of each month if they feel they don't trust. When I was growing up, this was not the practice... It has to stop!

Building a 5 bedroom house in Ghana, may take a Ghanaian between 5-10 years to build on the average. This even pertains to an average Ghanaian who lives abroad. If it takes these number of years in advance to put up a house, in Ghana, is there anything wrong taking an advance payment of one year rent to recoup some of the money one paid to build a house. Also, given the fact that rent in Ghana is one of the cheapest in the world, whereby electric bill now surpasses rent, how do you pay for the house that was built with ones fortune? Therefore, one year advance vs. 10 years home building expenditure, which one do you prefer? If the tenant is not willing to pay a years advance, because it is expensive, why not use that rent advance to build your own house? Rent advance is a necessary evil, because, it is the only sure way the landlord can recoup some of the capital expenditure, put out to build the house. In case there is fire, who pays for the reconstruction of that house, given the fact that less than 1% of Ghanaian homes are insured. Rent advance must not exceed more than two years, but should not be less than a year, because, It is a necessity, in the rental business environment in Ghana.

with high inflation and unreliability of tenants when it comes to paying rent, the only option is to charge some years rent advance. why would the landlord want to chase his tenant for the rent every month. What is the protection for the landlord if after six months the tenants starts to play hide and seek when it's time to pay the rent. The amount of rent advance should be decided by demand and supply and should be strictly decided between the tenant and landlord like any legal business transaction. In other countries there are options for the landlord beyond eviction if the tenant does not pay the rent, so the stupid rent control people should look at the landlord's perspective as well.
What is charged for rent is no different from what a musician charges for a concert. Free market forces will determine how much Shatta Wale or Sarkodie charge for a concert compared to Kokoveli or MzBel

And like you said you will get this money back and you can move out at any time by giving 1 month notice ahead. Whiles in ghana rent advance is 2 years or even 3 years...and you cant move because landlord likely wont give you any money back even if you want to move to another city. So its not for security reasons, they just want the bulk money.

All tenants in my house between 2001 - 2015 either bolted away with electricity bills or faile to pay rent at lest three months rent they owed. Knowing how difficult life is, I usually took 2 yrs and then subsequent years paid could be paid every 3 months. The tenants will appear to be angels and because I have no any other adult relative living in the house the y decieve the boys and bolt away. They never telephone calls. The last person bolted with 1200ghc. It took me about 3000ghc to renovate the house. If anybody is not prepared to pay a deposit and at least 2yrs in advance, my property can sta vacant.

I will never sympathise with any tenant. there ae instance I bought gifts from abroad here to Ghana to some of my tenants at diffeent periods. If this is illegal, rent contol should get them houses. I will never forget how one Rev. Marfo stole bolted away with my wall lights and some electrical cables. I happened to go to Ghana a years later only to be told he dieda few months earlier

I know that you same people will come and say the government is taking you out of business like how taxi drivers are complaining that uber is taking them out from business, very soon we are going to partner with the government to build cheap houses in every community with better facilities and charge cheaper than what you guys are charging and I don't want to hear you same landlords will come complaining that government is taking you out of business , I don't know what is wrong with rich men in Ghana , they always look for already cooked investment to invest in it.how can you rent a store for some one for 10 years in Ghana and where to you expect the person to get capital to start business ?
