The Committee despite having the powers of a High Court, Abronye DC said has failed to convict persons who are implicated in the Auditor General’s report that appear before it. “The Public Accounts Committee must be dissolved, people appear before it and just fail to justify why the loot monies from the state coffers…instead of convicting them, they allow them to go scot free without arresting them…,” he argued. The Public Accounts Committee (PAC) studies public audits, invite ministers, permanent secretaries or other ministry officials to the committee for questioning, and issue a report of their findings subsequent to a government budget audit. Several persons have appeared and confessed before the committee of misuse of public funds with some of them begging for forgiveness. Abronye DC commenting on the failure of the committee to order arrest of people therefore argued that the country will be better served if the PAC is dissolved and an alternative found to retrieving monies stolen from the state from public officials and politicians. “Why are they not arresting people, they should do so to serve as a deterrence to others because they have the powers of a high court…they only permit people to go and just defend themselves in a shallow manner…,” he said.

Guys this is the clue or answer to all your questionings. First the minister fails to mention what constitute a pass. Secondly, he says the program will be MERIT-BASED and NOT WHOLESALE FOR STUDENTS. Yes, he says 'students' so can somebody be a student in the first place if they fail their exams.No, its only those whose pass that become students and here he is saying only students who pass their exams will benefit from it. What it means is that even if you do well sometimes and benefit from the programme and at another time you do poorly you will lose that benefit.Remember, this minister said that the free SHS policy was giving him sleepless nights? These were some of the reasons.

Therefore, if there's any hint of obfuscation, or there is an indication that the goal posts are being shifted, it may be considered as a breach of trust, and the NPP will definitely lose the next elections. Of course, it goes without saying that, if a student doesn't pass exams in order to enter SHS, then he/she cannot be a beneficiary of free SHS education. Therefore a student who has the ambition to enter SHS and thereby benefit from free SHS education, has to work hard to gain entry. It may be argued that students who do not attend well resourced schools may be at a disadvantage. This is a legitimate concern, and the government, in order to ensure equitable opportunities for all, should provide the necessary facilities, including qualified teachers, to junior schools, in a holistic approach to the free SHS education programme. Another issue to be addressed is: what happens in the case of a student who fails a class after admission to SHS, and who has to repeat the class. Does such a student forfeit free SHS education thereafter?

In France for example,the new education Policy for secondary schools do encourages nonstop education.They don't want any student to repeat whatsoever.
They are trying to reduce cost of educating their youth.
Besides,they have pragmatic measures to orient struggling students into Technical and Vocational schools.If a student fails to pass the average marks then you cannot go to SHS that was meant for General Education Certificate.
The French has what they call Professional High School which teaches skills and technology.
We in Ghana,we have Technical,Vocational and Training Schools.
NPP government must come straight to the point that students who are facing academic difficulties should get different orientations.
This is the only way to avoid unnnecessary drop outs and carry every student along according to his capacity.Thank you.

We all know that to enter SHS, one must pass the BECE and so all who enter SHS MUST BE ENTITLED to Nana Addo's free SHS. Napo should therefore not try to be smart by telling Ghanaians that the student must PASS any other exams to qualify. Ghanaians will NOT ACCEPT any other excuse for any partial scholarship or a scholarship for any group of SHS students rather than to all students of SHS, Technical and Vocational schools just as the NPP promised. We shall resist any partial scholarship since that is not what we voted for as that proposal will rather favour children from rich homes who attend the international and preparatory schools instead of those from the villages who lack good teachers and therefore come out with weak passes.

Free things are most of the time cheap things and are not good. So those children, in the same class, who do not belong to your selection, during meal time, will sit and watch those who qualify for free food. I am the proprietor of a private school. I prefer to offer financial support to children from needy homes who are performing poorly. Some of these children are not dummies but just the the home environment does not support quality and effective learning. Don't discriminate against them.

Am wondering if Ghanaian really expect advancement in the life of our people. Why can't we change our bad thaugh to open room for development in our country. Even in the western world here, it is mandatory for a student to pass his/her exams before getting admission into either college or university. The fact that, NPP said is free SHS education, does not mean even if you fail exams, the college should offer you admission. Was that part of the campaign promises, to pass all JHS to SHS ? Free SHS, implies free to every student who has gained admission for further at the secondary level.. Napo is right paaa!!!

We all know that you cannot progress to the next higher level of formal education without successfully passing a prescribed examination so please what "pass" is the minister talking about here?
We also know that there are cut-off points at every level of examination for every aspirant to move to a higher level. For example, the University of Ghana Medical School may admit students based on aggregate 6 as cur-off point so every SHS graduate knows that one must get aggregate 6 at the WASSCE level before gaining admission to UGMS.
Now the required aggregate from BECE for entry into SHS is in the range of aggregate 6 to 36 for the best six subjects, including English Language, Mathematics and Integrated Science.
So let the minister tell Ghanaians his cut-off point but he should not forget the fact that we have needy students in the country, and also most urban schools are better equipped than rural schools, and don't forget about examination malpractices by some schools and parents to get their wards admitted into SHS. Please, Mr. Minister, tel us your cut-off point.

Ministers must be smart to outsmart journalists who are most likely would ambush them at talk show programmes. Free SHS will be available to all who enter government accredited second cycle schools this September. This all there is to it. The minister has no reason to appear on radio talk show to answer anymore questions on this clear cut policy. For the future, i believe, what needs to be done, is to direct all questions about government policies to the Ministry of Information. There are enough government appointees there, to handle these issues. The minister of education has a lot on his table: teachers placements, motivation and training also, incentive packages for work in outlandish posts, progression of teachers etc. infrastructure development, maintenance, supply of text books, developing and printing of other education materials. Endless issues. Not to be forgotten is the offer of free food to be served once a day for all students. This is a huge enterprise and cuts across ministries: education, agriculture, science and environment and children and gender. The anchor ministry will be the finance ministry. For this flagship programme to succeed, it would require the lead ministry to apply its staff to productive ways to ensure success, rather than to give interviews on radio and television shows. The policy must succeed in order to bring smiles to many households in the country.

On the contrary,it's unpropductive to drop young students from school.That's the reason why students below the average must be oriented into different training,technical and vocational.
The govt must also set the minimal school attendance age.For example,in France you can't stop schooling until 16 years,that's law.
My question is,where will the JHS struggling students go after failing their final exams?That's what we should be hearing from the Minister of Education by now.Thank you.

Currently, to qualify to enter SHS one ve to pass the four core subjects (Math,Inter.Sci.,Social Studies &Eng. Lang.) plus two best subjects (RME,GH. Lang.,BDT,ICT,French) which shd.be more than aggregate 30.
