If the Police officers were allowed to patrol our communities around the clock,they would have been able to identify and arrest crazy people like this man before they become a threat to everybody.What is the point in hiring,training and retaining all these police officers if their management is not going to utilize them to police our communities 24 hours everyday.We don't need reporting/charging officers.We need Police Officers!

That's actually our system of governance, before the colonial Masters created fake borders for us. Believe it or not it's still part of the way we govern/control the people
