A police could ceased the car any time caught. A heavy penalty should be paid by owner if ticket stays more than the stipulated time of payment and if possible suspension of license.
This is my opinion and need contributions. In US the police has a hand gadget that could issue a ticket for offenders when your car registration number is inserted in.

We all know the notoriety of some of the commercial drivers on our road and I wouldn't be surprised to know that the driver in question proved stubbornness to the officer. Let's not be judgemental in these matters. The truth is,most taxi drivers do not respect law enforcement officers in this country .Can any driver stopped by a police officer in a country such as USA or Britain challenge the officer and even resist arrest?
Let's not prejudge the issues here by simply blaming the officer for any wrongdoing without hearing his side of the whole saga.
