  Attitudes are changed by comprehensive rewards and consequences. If rules are enforced firmly on lateness, poor productivity etc. attitudes will change. If productive workers are rewarded with bonuses, more will become productive. Exhortation is not enough. Managers should manage and stop talking. Show us results.
