However, Mr. President,humbly, are you not sure that because of high cost of living coupled with low wages have a fair share in workers attitudes? So many workers are taxi drivers, farmers etc as other avenues to make up for the economic deficits created by low wages and salaries? Therefore, they see their work not Worthing those hours and the need to find additional financial source.Maybe looking at it from that perspective too will be of assistance to increase productive.

They steal government properties and go on frivolous foreign trips at tax payers expense.
The list is endless. Ethics in public service must start from the top down.
