  A 24 hour emergency control centre is the way to go. Also it would be good journalism and education to the masses if the writer could have added the right number as part of his write up. The country should have one emergency number which is simple to use and that control centre should direct the call to the appropriate agency. In Melbourne the Fire , Ambulance and Police have a single centre where all the calls go from where the call is directed to the appropriate agency, this centre is manned 24 hours by trained people who understand the urgency of various situations. The different phone numbers for an illiterate population is not helpful. Issues such as calling the right number or even remembering the right number when attacked by armed robbers or when in a car accident or when a little child is alone with a father having a heart attack will be reduced when a simple number such as 000 or 999 is used. The 191, 192 etc etc is silly for a country like ours. Food for thought.

  There should be only one emergency number to call whenever there's a emergency, you can have many numbers to confuse people. Here in US you only dial 911 for any emergency. We should think a little bit, aba!
