    Generally speaking it is an order that a judge, or group of judges, issues directly to the police with the purpose of directing a person's arrest.

    As a feature of security in banking, there must be dual control of keys to the strong room or vault etc. So it was wrong for the bank to give the keys to the safe to one person.

    I know of one bank where three officers have to key in their security codes one after the other before the vault opens. Doc., you really know what you are talking about.
