    What does sheer act of hooliganism got to do with the Transition Act? We do not need to tweak the Transition Act in anyway in order to curb that criminal behavior by Party operatives.

    It would be better if the Administrative General has Inventory of all State Assets eg Cars a month or two before any National General Elections.
