  Great ideas, but just ideas.
  
  Since it's not practicable because we're not in a despotic Arab country, China, Burma or North Korea, we must ump the pressure on the our media to intensive their on-air, in-print and on-line education, while Government, through the courts, metes out very harsh long-term (50 years+) punishment, never to be reversed 'for good behaviour' by any President.
  
  We need mental-health education, evaluation and treatment too because some of these guys may not even be aware that they're doing anything wrong.
