This phenomenon is not unique to Accra. Go to Kumasi, Nsawam. Obuasi. Sekondi-Takoradi, the value is the same.

This fellow who had spent his whole life in the village comes to visit a friend. He'd never seen a train or the tracks they run on.
While standing in the middle of the Rail Road tracks one day, he hears this whistle -- Whooee da Whoee! -- but doesn't know what it is.
Predictably, he's hit -- but, only a glancing blow -- and is thrown, ass-over-tea-kettle, to the side of the tracks, with some minor internal injuries, a few broken bones, and some bruises.
After weeks in the hospital recovering, he's at his friend's house attending a party, one evening. While in the kitchen, he suddenly hears the tea kettle whistling. He grabs a baseball bat from the nearby closet and proceeds to batter and bash the tea kettle into an unrecognizable lump of metal. His friend, hearing the ruckus, rushes into the kitchen, sees what's happened and asks the village man:' Why'd you ruin my good tea kettle?'
The desert man replies:' Man, you gotta kill these things when they're small.'

People were castigating the former mayor for his actions against these law breakers. Ghanaians have become totally indisciplined. Are the police aware that laws are being flouted?. What is wrong with us. Are we going to throw our hands up in despair to be engulfed with all the filth. We should put hold on certain projects and sanitise our environment. People who flout the law should receive serious sanctions. I am lost with words to describe the enormity of the indiscipline in our society. Civil society must rise and declare, enough is enough. Accra is smelly and filthy. When good roads are built in our city, with the nice pavements, they are immediately swamped with hawkers who render these pavements inaccessible to pedestrians. Are we all suffering from inaction and mental paralysis? There is need for ruthlessness to get Ghanaians to fall in line with basic statutes. WE ARE IN TROUBLE AS A NATION IF WE DON'T ACT NOW.

The hawkers are indiscipline and the laws in Ghana is ineffective,too many unwanted people are in Accra hawking I think the situation is out of hand,special permit must be introduced for the country to block unwanted hawkers in our capital cities,this must be in identification form and need to be applied by all hawkers and applications could be rejected to disqualify applicants who without the permit can't operate as a hawker,this could be seen as measures to reduce hawkers on our streets!
