That is total nonsense. Does he know what some teachers go through to teach? When at some places teachers don't have chalk and students don't have books and there are no syllabus to use in teaching. Children now have phones and do not study but watch movies while parents look unconcerned. I think this man is a wrong choice. Such statements and arrogance ran NDC down.
Somebody should tell him not to mess with teachers if he wants his party to stay on power. Teachers are not paid and you expect them to work well?

Problem solve! Teachers need to be proficient in English before they are allowed to even step in class room. Many of the kids speak and understand English language better than most of our Koforidua/Winneba trained teachers. A well fed, well prepared, clean, charming and well spoken, dignified teacher impacts instant knowledge unto pupils. It is a fact. Many of Ghanaian teaching staff are dysfunctional, desperate unemployed graduates in need of a paying job. There are no teachers in Ghana today with a passion to teach our students, like they used to do in the Gold Coast. God Save the Queen! I don't know or even believe that this NAPO idiots strategy will work, all the same we need massive reform, and this man, way I see him behave in parliament is definitely not the answer, but a multiplier of the problem.

Nkrumah to weaken and neutralize the corrective positive democratic forces of the Fanti speaking people made sure he divided the natural union into the Western and Central regions. His attempt to establish an autocratic dictatorship was only proof that he had no love understanding or respect for the trusting Fanti speaking peoples.JJ came and in his personnel politics ensured the Fanti speakers were reduced from the civil service by over 90%.Today Akans are united not because of NPP or Nana but the realization that this undeclared war against the Akans means doom if we dont stand up, imagine not so long ago we had to practically whisper 'WE ARE AKANS'. Yes we support the unification of the Central and Western regions which will eventual lead to a union Akan federal states. Its not only the plunder of Akan wealth that these pepeni/ayigbe criminals practiced but also the undeclared warfare against Akans. Soon the eyes of the deliberately blind will be forced open and recognize never again can we allow this to happen and the only insurance is to see for full and complete Independence of the Akan nation. We will support any divide and rule tactics directed against these pepeni/ayigbe idiots and applaud the division of the Northern Volta regions into 3 or 4 more entities each so they see what we Akans had to suffer. True that crime and corruption started and ended at the presidency. Never trust these pepeni/ayigbe criminals and their power of persuasions over these northerners and other traitors of frail moral fiber. The basis of industrialization and to enter the post industrial era is the acquisition of railway technology and industry any proposal that falls short of this will only create debt and cause the system to inefficient and unreliable. yes and we insist on justice for Atta Mills as murder of leaders and politicians is the trademark of the criminal mafia ndc pepeni/ayigbe conspiracy. If this is not done this will remain a solution or option for any group of criminals no matter their justification or agendas.JJ too should be made to answer for the murder of previous leaders too.Plain and simple NDC is not a political party but the megaphone of a hegemony/tribalism treacherous insidious movement of Ewes Northerners and haters/traitors of the Akan. They wooed and deceived the left wing aspirations and heritage of the Akan people but installing a few naive genuine patriots or impeccable characters like Mills to front their true criminal genocide agenda. Any nation that allows murder of the leaders to go unpunished no matter the lying propaganda justification is doomed to failure and that is a fact of history , NDC has continuously found it necessary to murder all Akan leaders starting from Kotoka's wickedness, to Acheampong and now Mills. We Akans can not call these Ewes and Northerners brothers if their most intimate desires is domination and our destruction stemming from deep pathological hate and is manifested in their style of govt which has always been very destructive and retrogressive , be it the buga buga rawlings or the family and friends corruption/looting of Mahama. We thank Akans of the left wing inclination for showing their support to remove this criminal mafia by not excising their right not to vote and therefore leaving the NDC high and dry. They know the Akans are half right wing and the other half left wing so their calculation election engineering required that they stick to the hegemony of the Ewes and fanatical Islamic discrimination mixed with tribalism of the northerners and they would win hands down every election, little did they know that the ideological left wing of the Fanti speaking people and the Brong Ahafo are far more sophisticated and can not be fooled by no one forever. This year we will see and witness the true extent of the destruction and expose with real proofs the colonization by Ewes and Northerners of the wealth of the Akans . Justice should be enforced not these fake laws that have so many loop holes that true justice in the interest of the people is elusive. We witness how thew Mahama family now have control of all natural resources including reserves of Bauxite and iron ore so frustrated and sabotaged every effort at industrialization and construction of railway networks as they did not want the people to get wealthy by adding value and exporting . Its easier to manipulate ignorant illiterate impoverished people. They snear scoff and laugh as they know these and other impediments and obstacles will seriously slow down NPP's deep desire to secure a true development for our people , yes the battle goes on and the only way is to cut these pepeni/ayigbe out of our country so we gain new independence.

It is the hypocrisy of teachers that has brought standard of education low. If you know you have problems why don't you make them known to the public and the public inturn will put pressure on the politicians. You teachers will always pretend everything is alright thereby shielding the politicians. Is it not true that most so called trained teachers cannot teach the very subjects they were trained to teach? I had the greatest shock of my life when an English teacher, in one of the secondary schools in Ghana, told her students that Professional teachers are not trained to teach but to manage the educational sector. The reason was that she was not able to teach well and that prompted her students to question her teaching method. Could you imagine that this lady was always teaching the same students phonetics from Form 1 to Form Three, without other relevant topics like grammar, comprehension, summary, etc?
Cronyism is another factor bedeviling the educational system in Ghana. I know a secondary with a student population of 2000. By the GES quota, this school is having tutor population of 100. Could you believe that 60 of these teachers have background in social studies education and guidance and counseling and all these teachers have full bangallows on campus. The remaining 40 teachers, most of them crowded in their bungalows, are assigned to the Business, Science, Agric and Home Econs classes. This very school has no permanent chemistry tutor and the head relies on NSS peronnel. The Physics tutor read Agric Science at the university.

The major problem in Ghana is the lack of discipline and accountability. Every institution (organization) has problems and that is the responsibility of its management to mitigate or find solutions. Nowhere is it an excuse that because there are problems, one should not set goals and standards. Our gullible public is always misled by demagoguery, such as the one being proposed by the teachers union. The minister should stand firm and discipline anyone who disregards authority.

Good discussing but lopsided. The minister should have moved in the direction you are proposing by asking what is needed by the teachers for a100% pass rate. Then provide the resources as much as possible for the teachers including teacher motivation. After which you assess what constitutes a minimum pass rate taking cognizance of other factors like student morale and motivation and parental support. Thereafter, agreed upon sanctions for all parties including the minister, teachers, parents and even students can be implemented. That is the way to go in a "sensible" (to borrow you own word) society. Threats begets threats, voilence produces voilence, sober reflection promotes soberness or calmness.

You're spot on, I mean Ghanaians in particular hate the word accountability otherwise what is the problem if the minister is calling for the teachers to be held equally responsible for a dismal students performance. The 90% number infers that the minister equally acknowledges that serious challenges exist in our education sector, so he was even too lenient on his demands.Sometimes l shake my head with astonishment when l hear apparent cases of negligence in hospitals ,schools and other departments which should've called for instantaneous removal and prosecution, but not in Ghana. If the same teachers want the government ministers to be prosecuted for embezzlement, why don't they expect the sector ministers also to demand efficiency from them?.

IS THERE ANY CREDIBILITY LEFT IN THE NDC
NDC HAS MILKED GHANA DRY: NDC guys are crooks. The other time Dr Apaak, a presidential staffer under Mahama, came out to claim that an amount of $5.9M was rather the cost of the new Veep Mansion. Then NDC Deputy Minority leader, James Klutse Avedzi, also said the amount is $5.0M. Now the NDC General Secretary is saying the amount is $3.5M. It is only the NPP that has remained consistent with $13.9 so far. It appears the NDC is not saying the truth. They are doing this to defend Thief Mahama at all cost. However, pressure mounted on the NDC has forced Allotey Jacobs, the NDC chairman for Central Region to admit guilt. He stated on Peace Fm that the fresh document from Consar on the cost of the project brings finality to the controversy surrounding the cost, adding that contesting the cost is impossible.“With what has come from Consar Limited, it is difficult to defend this issue. They are on the job and what they have put out settles the controversy surrounding the cost of the project. If Consar themselves have put out this information, then what do I have to say…nothing.” IT IS ONLY THIEVES WHO WILL ALWAYS DEFEND THEIR FELLOW THIEF AT THE PERIL OF THEIR LIVES.

For every orgnisation, staff are evaluated at the end of the year to ascertain whether they contibuted to the groth of the organisation. There are many Teachers especially in the rural areas who do not put in their best. Most of them use the precious hours to study with the aim of attacining university education at the expense of their children. Education Minister, sing performance contract with the Heads and call of their bluff and ensure that they perform especially at this time when education will be free. Any child who fails consecutive attempts must be taken of the free education bill and ask the parents to pay full fees as is done in Cote d'Ivoire

Instead taken it up as a challenge, and given their all, tohelp improve the education standard i the Country, the lazy teachers are calling for the Ministers release.
The era where Teachers were just registering their presence in school, and going out to do other jobs instead of teaching, will soon be the throng of past.
We want clever and brilliant children to take over the Country in future.Hence the free education and more incentives for Teachers.
So allow the Minister to work, and concentrate on your teaching job.

The minister shd visit a school in Accra where pupils sit 8 in a class with 2 graduate teachers caring for them and then visit some village somewhere where pupils walk for four miles to the school, arrive at school around 11:00am, where class 1 and 2 hv been joined in one class and being cared by an untrained tacher, where the poor headteacher uses part of his scanty salary to purchase chalk for the school etc.. He may then get a new message for school heads. Arrogance lead to the massive defeat of the NDC government, they hv forgotten so soon, politicians indeed hv the shortest memory.

Why didn't you apply for the job, if you qualify better? Remember, our stupid Constitution requires the Ministers to be drawn from the Parliament. What sheer crass idiotic requirement! Maybe we should amend the Constitution to let better qualified folks like you get a chance to become Ministers to render us better service.
Nevertheless, I think Dr. Prempeh is right. No Government has ever adequately resourced our Educational System. But hardly any School in the eras of various past Governments ever did as poorly as 90% failure rate at their final Exams.
Whatever the problems afflicting the Schools, 90% failure must not be acceptable for the continued payment of the salaries of the Teachers in such Schools, apart from some act of God intervening. Period! The problems must be mitigated enough to allow, at least, a 50% success rate. Teachers, generally, are supposed to be innovative, resourceful and driven enough to help their students achieve success. Therefore, it would be a disaster for us to excuse any Teachers whose Students fail as badly as 90%.
We must surely hold the Minister's and his Government's feet to the fire to ensure Schools are adequately resourced. But we must not use the lack of these resources to justify that bad a failure. Do we have to settle for the assumption that gone are the days that good Teachers used to teach effectively and excellently even without a single reference to their notes, and they would know exactly what to teach for the Student to pass his or her final Exams?
Come on! Be serious. The Minister's statement is to instill greater responsibility in Teachers that requires them to draw deeper into their professional and Academic skills to impart adequate knowledge to the Students to pass, even in the face of inadequate facilities.
If some Students could be home-schooled elsewhere to do excellently in the same Exams as the Public School Students take, sheer lack of Educational resources as the Union claim must not be the sole or even the major cause for 90% failure rate.

The Education Minister is absolutely right! The Teachers' Union is only partially right. The only part the Union is right about is the lack of resources for all the Schools which the Government must be fully blamed for and must make right. But that problem must not necessarily generate a 90% failure rate at the final Exams.
Whatever the drawbacks in the Educational system, Teachers cannot justify their salaries if they fail to impart enough knowledge to their students to enable, at least, half of them graduate successfully.
It is most deplorable that any School's students would fail as badly as 90% at its final Exams. In fact, I would even strongly suggest that any failure rate of below 50% ought to see the Teachers sacked.
Having said that, no one can force a student to learn if he or she does not want to. No one can even force the students to go sit for the Exams at all. However, it is only when the Teachers have fully exhausted all avenues to have the problems with Teaching resolved without any significant success that they could be excused.
There is no excuse for a School to wait on end to acquire the curriculum upon which its Students must be taught. It is incumbent upon the School's Administration to ensure the curriculum is obtained in a good enough time for the Students to be appropriately taught the lessons applicable. If not, how then would the Teachers justify their salaries?
The Teachers Union must not expect us to pay the Teachers for just being 'baby-sitters' for the Students without the lessons for which the Students were enrolled in the first place.
In fact, competent Administrators could contact similar Schools that are doing much better at the Finals to learn what they are teaching their Students, assuming the problem with the curriculum availability is even true.
If Teachers keep sending the Students to go on a Rat- and Grasscutter-hunting sessions instead of teaching them the required Academic subjects, the Students would not be motivated to learn anything on their own. So, the Teachers Union could press the Government for redress of their problems but cannot use any lack of Government assistance as an excuse for not teaching the Students the right stuff to pass their Exams.
I remember in my days at School in Ghana, many a good Teacher could even teach the required material with excellence without a single reference to his or her notes. And by the time such Teachers came to the Class, they would have long known what they were supposed to Teach.
Unless the Union is claiming the general Academic and Professional standings of most of its members fall short of acceptable, its suggestion that the Minister ought to be fired is preposterous. It seems to me it is the Union that is shirking its core responsibility to the Students.

Seriously I don't no why the teachers are complaining. If their are no logistics for them to held students pass their exams, this is an opportunity for them to get a t the back of the minister to deliver. He should provide the materials and you work to achieve his targets. Is that not the case? Ghananians should think ahead and take advantage of any opportunity that comes in their development.

Whatever explanations given for any failures could then be looked into

Instead of seeing what the minister said as a challenge to work harder, they are calling for his head. The minister should stand his ground! Head of institutions should be on contract, renewable every 2 years.Once their performance is deemed reprehensible, their contract should not be renewed. Most heads of institutions fall on the job. They oversee truant teachers and do nothing because of rewards (handshakes) they receive from them.
Why do mission schools do better than public schools? One should go ask a Catholic nun head of a Catholic school whether any teacher can take their nonsense there. The head of the teachers union should be cautioned or replaced immediately.
The government is therefore called upon to hand over all mission schools back to them!

These are the kind of ministers to bring NANA ADO government down,an education minister talking in such s manner?Anyway this is what ghanaians voted for we are watching very well with eagle eyes, when NPP was in opposition, they created a lot of bad impression about NDC all for political gains, they fooled ghanaians and sold their conscience to believing that NDC is a bad government and incompetent and corrupt, infact to crown the story short never did NPP recognised just a single project undertook by the Mahama led administration,to them NDC is evil, corrupt, incompetent, with unqualified ministers with babies with sharp teeth,in fact the same NPP killed President Atta Mills in spirit by showing him the red flags in parliament dressed in mourning clothes, these are the people and the political party ghanaians chose to lead them, ghanaians will recognise their mistakes and will cry very loudly for NDC.

but why should you be allowed to head a school if 90% are failing??? Either your risk management is very poor. There are early signs to help you avoid or mitigate. That is why you are the head of the school. You must continuously monitor and contact your education directorate if you are unable to fund solutions. Certainly, some pupils/students may never do well and may either need medical support or diversion to another trade. All what most heads do is report to school, eat and go around doing their private business. I support the minister's plan.

Why are those teachers union afraid? Have they asked their the reason why Private schools excel in BECE? It is because the teachers's performance are being measured and evaluated even though most of the teachers there are not professionals. This situation is otherwise at public schools, inspite of professional teachers. This should not be surprised to you at all.Performance of public teachers need to be measured and evaluated and corrective action must be taken there of.Do be afraid, give quality services to be reflected in the BECE and WASSCE and save your self from embarrassment.

I'm so disappointed for asking minister to be sacked for his comment. Are you happy to seeing 90% of pupils failing in the exam? The GNAT should be blamed not the minister who made the comment. Members of GNAT are politically motivated ;they also support ideas of current government instead of fighting for their members. GNAT was aware of the problems in the system but they failed to address it. I support the minister's idea of sacking heads whose perform poorly. How can 90% of pupil fail exam and GNAT support those teachers? Right now, we need quality teachers not quantity, period.

Honorable minister, please sack the general secretary of Ghana national association of teachers (GNAT). Let him know that it wasn't your time when the said incidence happened. And moreover if he has sense, he should have written an apology letter to the minister, & later book an appointment with the minister for them to talk about the issue but instead, condemning the minister in public, it does not show maturity & respect & as such, he should be fired. If it was the NDC government that encouraged them to let the children failed their exams for the heads of schools not doing their job properly, this minister will not tolerate that. I'm sure the general secretary knows how tuition fees is. If you send your child to school to get good education, you pay high tuition fees & they're not able to achieve their goals, where will you end up to? Wasting your time and money on your child or children's education? Come on! Or assuming you have a big company & have employed a supervisor to supervise it. If the company goes down, you being the owner of the company, will you fire the supervisor or the workers? If the supervisor did his job well, everything would have been well & let the heads know that there are more competent people out there, who had graduated from the universities and are not working. So, if you have the opportunity & you're trying to be lazy, you should be fired to give way to those who are serious. People of Ghana need improvement & the time is now. Honorable minister, fire the so called general secretary before the heads of schools. People like him, cannot help let the children get good education. Honorable minister & a general secretary for Ghana national association of teachers (GNAT), who has the power? Please show him that you're the boss. Forward ever, backwards never.

Heads roll in NYC and that is not 90percent failure.why did the minister choose this figure and not any figure above fifty . The threshold is too low as far as I am concerned. Pls put out the statistics for everyone to c which part of d nation this problem exists and how long has it gone on . Why on earth would ppl reproach this minister with such a venom ,when he lowered it so much to 90percent failure? All that said ,we can all chip in, to make it better but before that, pls put out the stats, then we start from there. Disparity in distribution of funds, quality teachers, admission process where the top echelon of schools pick up the highest scoring students only into their school and leave the worst or bottom scores to these schools then turn around and complain about low scoring schools. Some one once wrote,in Ghana the best students become doctors,Second best engineers, third best bankers, fourth best teachers, fifth soldiers, sixth becomes pastors and prophets. I coud not stop laughing for a while. Because I found it very funny, but some truth to it.

I feel that Teaching Unions are missing the point. I would like them to look back ans see the waste in their administration before condemning this policy directives. To start with all headmaster and teacher must be subjected to a performance management or what is known as performance appraisal at begining of each year. At this every one will be given a measurable target including pupil's performance./ If you fail to meet target then you will need to defend before a panel. If these tough positions are taken teachers will not only look at revision lessons but rather teach a high quality lessons in lessons. Students are motivated based on the teaching delivery. Motivated lesson will always be retained. WEll done minister.
