In south africa, government subsidize bond payments for all permanent government workers if you do not qualify for housing allowance. So you either pay your rent and claim fixed monthly allowance or you buy your property through loan facility and government subsidize on bond payments. It's not a selective policy. Every government employee is catered for.

For example, if because of the election you instructed your inner circle members to killed a sheep to cures your fellow human being and her family members, and somebody also die in a hotel in the end of the election. It is hard for me to justify in my own mind, eh government officials have to be given government bungalows and flats. It is one thing when the British did it during colonial times. It is another thing altogether when successive native governments keep doing it. Judges must go out and get their own accommodations. The system in which governments provide bungalows and flats for civil and judicial servants distorts the housing market. It is a practice which must be abandoned. There are a number of things we do in Ghana, which serve as obstacles to the natural progression of healthy economic growth. This is one of them.
