IF THE AMOUNT SPENT IN THE SEVEN MONTHS IS WITHIN THE BUDGET APPROVED BY THE NATIONAL ASSEMBLY, THEN, THERE IS NOTHING WRONG WITH IT

BALANCED BUDGET IS NO MORE HELD NOWHERE IN THE WORLD.A SURPLUS BUDGET WOULD BE IDEAL WHEN THE PRESSURE ON RESOURCES IS SO GREAT THAT INFLATION IS INDUCED AND THE GOV WISHES TO DEPRESS THE ECONOMY. IN A PERIOD OF DEPRESSION, WHEN THE ECONOMY IS PASSING THROUGH A SLACK PERIOD AND RESOURCES, BOTH REAL CAPITAL AND HUMAN, ARE UNDEREMPLOYED, THE GOV WOULD HAVE TO INJECT MORE MONEY INTO THE SYSTEM BY OPERATING A DEFICIT BUDGET. PERIOD.
