  The general expectation is for there to be psychopathology among roughly 15% of the population. Thus the 10% being quoted by Dr Akwasi Osei, in of itself, should not be alarming.
  However, mental health, whether it be in the advanced or not so advanced countries, tends not to get the proportionate attention it deserves from health policy wonks. And if the hyperbole strewn by Dr. Osei succeeds in bringing the needed attention to mental health, then I say, "the end justifies the means." My dual responsibility also calls for me to minimize the hysteria he creates with the "10%".
